This happens because the application hasn't been installed properly. Simply try reinstalling it, but this time make sure to use Run as Administrator.
The error indicates that the phone is stuck in a bootloop. To resolve it, open the PC Companion application and initiate the recovery procedure. The software will tell you all the necessary steps you need to take to factory reset or install the default firmware on your phone.
If you cannot connect to a WiFi network, first make sure that you are able to connect to any network because it's possible the network might be protected with a password. If you still encounter errors, install PC Companion and update the firmware of your phone. Since there is no way to further diagnose the WiFi module, you might need to visit Sony Support in order to fix it.
The only way to unlock the phone at this moment is through Factory Reset. Turn off the phone then press Volume Up + Home + Power buttons at the same time until the Android logo appears. Once you're in the Recovery menu, use volume buttons to select Wipe Data/Factory Reset and confirm the operation with the help of the Power button. The phone will reset and it should be restored to factory defaults. Your settings, 3rd party installed apps and accounts will be deleted.
